Salary Limitation for Grants and Cooperative Agreements FY 2025

On Thursday, April 3, 2025, the National Institutes of Health (NIH) announced an increase to the salary cap for Executive Level II, raising the limit to $225,700, effective January 1, 2025. This change applies to NIH grants, cooperative agreements, and extramural research and development contracts.

The salary limitation applies to both direct salaries (individuals working directly on NIH projects) and indirect salaries (such as executive salaries in uncapped cost pools), effective October 1, 2024. For active awards issued in FY 2025, including new and continuation awards, recipients may update their budget to accommodate the new salary cap if adequate funds are available and the new rate aligns with institutional base salary.

Workday has been updated to reflect the new $225,700 cap. SPA will revise the NIH Salary Cap Policies and Procedures accordingly, and the updated document will be posted to the SPA website once finalized.
