Restricted Party Screenings

Restricted Party Screenings are necessary to identify individuals or entities that are barred or otherwise restricted from entering into certain types of transactions with U.S. persons. Contact Export Controls or use a publicly available Consolidated Screening List to complete screenings.

Engaging with Denied or Restricted entities or persons is prohibited under WashU’s External Professional Activities Policy, Section 4,:

  • Any activities or engagement with entities, programs, or persons on the U.S. Government’s: a) Denied Persons and Debarred Lists or b) Unverified List or Section 1286 of the NDAA.

To help ensure compliance, restricted party screenings should be completed before:

  • Initiating formal or informal collaborations;
  • Discussing plans to engage in sponsored projects;
  • Exchanging personnel, materials, data, confidential information, or money with foreign persons, academic institutions, governments, companies, or other foreign entities;
  • Considering research collaborations or appointments; or
  • Accepting foreign visitors, visiting scientists, and visiting speakers not otherwise screened by the University through the process below

Screenings proactively competed by the central office overseeing the activity:

  • Foreign sponsors and vendors
  • Foreign research collaborators
  • Foreign sponsors of international travel and international conferences
  • University-sponsored applicants on H1-B and J-1 Research Scholar, Professor, and Short-erm Scholar visas
  • All individuals associated with export-controlled research
  • Foreign entities with whom the university has confidentiality or non-disclosure agreements
  • Subcontractors and subawardees to sponsored projects
  • Recipients of Materials Transfer/Data Use Agreements
